About Learnership
Learnership Definition
A learnership is a work based learning programme that leads to a National Qualification Framework (NQF) registered qualification. Learnerships are directly related to an occupation or field of work, for example, electrical engineering, hairdressing or project management. They were introduced by government to help skill learners and to prepare them for the workplace. It will also involve learning knowledge/theory in a classroom situation at an institution or by a registered provider. A learnership requires that a learner enter into a fixed term employment contract with the company whilst studying towards a qualification registered on the NQF, which is in line with the learnership (the cost of the qualification falls to the company). Once the qualification is completed, the learnership will also end.
Application Letter for a Learnership
Application letter is a letter written for a variety of purposes in our day to day activities which can be domestic or professional. It is a liability conferred upon the sender by an authority. In such a liability the sender is expected to explain, inform/pre-inform the authoritative receiver about particular ongoing/upcoming activities, events, process or procedures. It is also a written request when written for assistance, admission, employment, favour, information, permission, service etc. A letter of learnership application is also an accompanying document as and when required. When it does so, it is known as cover letter. Motivation Letter for a Learnership
A motivational letter is a one-page letter that’s used to describe why you are the perfect candidate for a certain position. It is usually attached to your resume.
You are required to write a motivational letter in these 4 specific scenarios.
- You are applying to get admitted to an educational programme at a college or university (undergraduate, graduate, or postgraduate).
- You are applying to work at a non-profit organization.
- You are applying as a volunteer in an organization.
- You’re applying for an apprenticeship/internship/learnership in a company.
The motivational letter shouldn’t be confused with a cover letter, the purpose of which is to highlight how specific information on your resume matches a job opening. Think of a cover letter as the introduction to your resume for a hiring manager and your motivational letter as the powerful closing sales pitch for a company.

A cover letter for a learnership is a document sent with your resume to provide additional information about your skills and experience to an employer. The cover letter is intended to provide detailed information on why you are are a qualified candidate for the job.

Ampath Laboratories is Southern Africas leading pathology laboratory. Ampath Laboratories recruits candidates for participation in the Phlebotomy Technician Learnership. This two year programme offers the opportunity for permanent employment. Successful candidates are trained in a medical laboratory and participate in classroom and workplace learning. Anglo American learnership is open to those with the necessary qualification required as per the posted requirements for the learnership. ECD Learnership
The Centre for Early Childhood Development (CECD) first opened its doors in 1994. It is a national resource providing training, support and advice in the field of early childhood development. The focus of their work is on improving the education and care of children from disadvantaged communities.
Althought the CECD doesn’t provide any information about running a learnership programme, it established a leadership and management programme called “The Young Leaders for Children”. The Young Leaders for Children programme is for young leaders driving change in the children’s sector. This national, year-long programme empowers emerging non-profit leaders to provide sustainable programmes to children. The programme consists of training, practical exercises and inspiring talks with a thread of leadership throughout all activities. Exxaro Learnership
Exxaro Resources is a large coal and heavy minerals mining company in South Africa. The company operates facilities and offices in Africa, Asia, Europe and Australia. They offer young, talented individuals the opportunity to enter the mining industry as learners through their learnership and skills development programmes. Exxaro offers learnerships in mainly the engineering (fitters, electricians, instrumentation, etc.) and mining (underground, surface, etc.) disciplines. The South African Broadcasting Corporation (SABC) is the public broadcaster in South Africa, and provides 19 radio stations (AM/FM) as well as five television broadcasts to the general public. SAFCOL (South African Forestry Company Limited) is the third largest state-owned company in South Africa, under the department of Public Enterprises (DPE). The duration of a full-time learnership is between eight and twelve months, depending on its level and content. Narysec Learnership
The National Rural Youth Service Corps (Narysec) is a youth skills development and employment programme. It is the youth fagship programme of the Department of Rural Development and Land Reform which also forms part of the CRDP. It is a 24 month skills development programme within the Department of Rural Development and Land Reform (DRDLR) which targets unemployed rural youth aged between 18–25 in possession of Grade 12 (Standard 10) as part of the rural economy transformation strategy from poor rural wards.

Mangaung Metropolitan Municipality is a metropolitan municipality which governs Bloemfontein and surrounding towns in the Free State province of South Africa. Although it is still unknown whether the City has had a history of conducting training or learnership programmes previously, the Mangaung Metropolitan Municipality provides great opportunities for young people eager to apply for positions available in their government. Nelson Mandela Metropolitan Municipality Learnership
Nelson Mandela Bay Municipality is one of eight metropolitan municipalities in South Africa. It is located on the shores of Algoa Bay in the Eastern Cape Province and comprises the city of Port Elizabeth, the nearby towns of Uitenhage and Despatch, and the surrounding rural area. The name “Nelson Mandela Bay Municipality” was chosen to honour former President Nelson Mandela.
But unfortunately it seems that the City is not offering any training or learnership programs, nor is the job vacancy. However, you can still monitor its progress through the City’s official website which you can access on www.nelsonmandelabay.gov.za. Check regularly to keep you up to date.

Learnership in Eastern Cape
The Eastern Cape is often referred to as a world in one province. The second largest of South Africa’s nine provinces, it offers everything from snow skiing to sunny beaches, game researches to fascinating history. Located on the eastern most part of South Africa, an area of almost 170,000 square kilometres of diverse landscape is divided into six district municipalities and two metropolitan municipalities. The provinces seat of government is in Bhisho, Buffalo City Metro. The province has a very strong and distinct culture and heritage, a rich history from the vibrant and timeless Xhosa traditions.
The Eastern Cape Provincial government through various departments offers bursaries to young people wishing to study further in various fields. Although these bursaries do not cover the provision of learnership programmes, this scheme is expected to still be able to help support you to develop your abilities and take it to a higher level. Learnership in Free State
The Free State is one of the nine provinces of South Africa and is centrally located. It represents 10.6% of the total land area of the country. It boasts wide horizons, blue skies, mountains and goldfields.
The Free State through various departments offers learnerships to young people wishing to develop their abilities that can support their career advancement. The purpose of the New Venture Creation Learnerships is to develop learners to become competent entrepreneurs in the wholesale and retail sector. The learnership is implemented in partnership with Wholesale and Retail SETA which is responsible for the funding of training. The New Venture Creation Learnership will address the economic, administrative and behaviour barriers that contribute to failures in starting and sustaining a business. For this programme, 30 ventures managed by young learners from the Historically Disadvantaged Individuals (HDI) have been created throughout the Province. These new ventures were allocated projects as part of their workplace training.

Gauteng is one of the nine provinces of South Africa. The name in Sotho-Tswana means “place of gold”. Situated in the Highveld, Gauteng is the smallest province in South Africa, accounting for only 1.5% of the land area.
Youth of Gauteng Province can apply for learnerships and internship opportunities at the Department of Education Job Centre. Anyone between the age of 18 and 35 who possesses Proof of Residence, detailed CV, certified copies of your South African Identity, document, and relevant qualifications or results is eligible to apply. Should any internship, learnership or work opportunities arise, those registered on the database will be informed accordingly.

Learnership in KZN
KwaZulu-Natal, a coastal South African province, is known for its beaches, mountains and savannah populated by big game. The safari destination Hluhluwe-iMfolozi Park, in the northeast, is home to black and white rhinos, lions and giraffes. Durban is an Indian-influenced harbor city and a popular surfing spot. Cultural villages around the town of Eshowe showcase the traditions of the indigenous Zulu people.
Although it is not certain whether the Province has designed specific learnership programmes for its youth, the KZN Office of the Premier is committed to providing equal opportunities and practising affirmative action employment. It is their intention to promote representativity (race, gender, disability) in the Department through the filling of these posts and a candidate whose transfer/promotion/appointment will promote representativity will receive preference. Limpopo is a South African province bordering Botswana, Zimbabwe and Mozambique. It’s known for bushveld and wildlife reserves, including part of Kruger National Park. Learnership in Mpumalanga
Mpumalanga is a province in eastern South Africa, bordering the nations of Swaziland and Mozambique. It embraces the southern half of Kruger National Park, a huge nature reserve with abundant wildlife including big game. The province’s iconic Blyde River Canyon, among the world’s largest, is known as a green canyon because of its subtropical foliage.
In combining mutually beneficial initiatives aimed at growing the local tourism sector and the economy while also addressing the country’s concerning unemployment rates, by leveraging off Mpumalanga’s promising tourism sector skills development programmes such as the Hospitality Youth Training Programme create multiple sector opportunities where once there were only a few. Learnership in North West
The North West Province of South Africa is bounded on the north by Botswana, on the south by the provinces of Free State and the Northern Cape, and on the northeast and east by the Limpopo Province and Gauteng. Covering 118,797 sq km (45,869 sq miles), the North West Province was created in 1994 by the merger of Bophuthatswana, one of the former bantustans (or black homelands), and the western part of Transvaal, one of the four former South African provinces.
In partnership with the Department of Community Safety & Transport Management, the North West Province seeks to capacitate unemployed youth with knowledge and skills in Diesel Mechanic Learnership. The main mission of this programme is to promote representivity (race, gender and disability) in the placement of Unemployed Youth. In order to be eligible for the proramme, applicants must have the Grade 12 certificate / NCV L4 certificate. Applicants also have to major in Mathematics and Physical Science. Female candidates are encouraged to apply. However, please take note that learners who have previously been in a learnership programme in the Public Service will not be considered.

Learnership in Western Cape
The Western Cape is a South African province with coasts bordering the Indian and Atlantic oceans. It’s known for the port city of Cape Town, set beneath Table Mountain, part of a national park of the same name.
At Western Cape there are several learning opportunities that are being offered. This includes classroom-based learning at the institute and on-the-job training at our research farms. The learnerships available are:
- The Expanded Public Works Programme focuses on skills development by giving unemployed people (between 16 and 35) access to temporary work.
- The Matric First Work Experience PAY Internship Opportunities 2020/2021 is focused on matriculants who are interested in gaining work experience in the public service.
- The National Youth Service Programme is aimed at unemployed youth in the technical trade industry with no work experience and those in the technical trade industry with work experience but no trade certification.
- The Services Sector Education and Training Authority (SETA) is a government body responsible for organising education and training programmes within a specific sector. There are 21 sectors, and each sector has its own SETA.
- The Siyenyuka Contractor Enhancement Programme aims to develop skills and promote business sustainability for emerging contractors in the construction industry.

SETA Learnership
Agri SETA
The Agricultural Sector Education Training Authority (SETA), to be known as AgriSETA, creates and promotes opportunities for social, economic and employment growth for agri-enterprises through relevant, quality and accessible education, training and development in both primary and secondary agriculture, in conjunction with other stakeholders in agriculture. In terms of the Skills Development Act, AgriSETA is responsible for the skills development of the agricultural workforce, employed and unemployed. AgriSETA facilitates the implementation of learning through learnerships, skills programmes, adult education and training, and tertiary studies or in-service training by allocating grants and bursaries. It also supports apprentices, interns and mentorships. The application window period will in future open on 1 August and close on 15 September of each year for each of the learning programmes. Bank SETA
The Banking Sector Education and Training Authority (BANKSETA) is a statutory body established for stakeholders to advance the national and global position of the banking and alternative banking sector. The mission of BANKSETA is to support transformation and people development through partnerships, and to enable stakeholders to advance the national and global position of the broader banking and microfinance industry. The BANKSETA offers various vocational education and training programmes to bridge the gap between structured learning and work experience in the banking and inclusive banking industry. The BANKSETA has partnered with various institutions of higher learning and the banking sector to facilitate theory and workplace practice into qualifications that are registered on the National Qualifications Framework (NQF). Kuyasa Learnership
The Kuyasa learnership is funded by BANKSETA, aimed at unemployed graduates students who wish to gain experience in the working world. The duration of the learnership is 1 Year. Registered employers will host the learner(s) and making provision for training, workplace coaching and leaner support. Successful completion of the Learnership programme results in the achievement of a NQF5 in banking service advice qualification.

Letsema Learnership
The Letsema learnership programme is an annual 1-year Banking and Microfinance sector learnership that is funded by BANKSETA. Successful completion of the Learnership programme results in the achievement of a NQF5 in banking service advice qualification.
CETA SETA
The Construction Education and Training Authority (CETA) is accredited as an Education and Training Quality Assurance (ETQA) body by the South African Qualification Authority (SAQA) on behalf of the Quality Council for Trades and Occupations (QCTO). The mission of the CETA is to create a solid skills base as a foundation for infrastructural development and economic empowerment. The CETA facilitates and funds skills and learnerships developing South Africa’s skills base construction workforce through the Graduate Development Support Department focuses specifically on the following programmes:

CHIETA SETA
The Chemical Industries Education & Training Authority (CHIETA) is a statutory body that was established by The Skills Development Act 97 of 1998. The purpose of the CHIETA as a SETA is to facilitate skills development in the chemical industries sector and to ensure that skills needs are identified and addressed through a number of initiatives by the SETA and the sector. Learners and Graduates who are interested in a career in the chemical sector, can gain access to Skills Development and Training Programmes that are offered by the CHIETA accredited training providers. The Supply Side Database is one of CHIETA’s flagship projects. It is a web-based initiative that contains a pool of qualified learners and graduates seeking work integrated learning and employment. CathsSETA
The mission of the Culture, Arts, Tourism, Hospitality and Sport Sector Education and Training Authority (CathsSETA) is to facilitate skills development through strategic partnerships for CathsSETA to contribute to economic growth. CathsSETA facilitates skills development within their sub-sectors through the disbursement of grants for learning programmes and monitoring of education and training as outlined in the National Skills Development Strategy (NSDS). Energy and WaterSETA
The Energy & Water Sector Education Training Authority (EWSETA) is a skills development authority serving the energy and water sectors. EWSETA has conducted significant research in the labour market in an endeavour to fulfil their Sector Skills Plan of action. This research material has been benchmarked through a variety of Workplace Skills Plans and Annual Training Reports. Based on this research, EWSETA is able to identify the needs of those in the sector who want to gain the necessary skills, education and training necessary for employment within the sector. The information gathered by EWSETA has enabled them to facilitate the development and implementation of a variety of learning programmes including skills programmes, apprenticeships, and learnerships. The Fibre Processing and Manufacturing SETA (FP&M SETA) serves the Clothing, Footwear, Forestry, Furniture. General Goods, Leather Packaging, Printing, Print Media, Publishing, Pulp Paper, Textiles and Wood Products sectors. The FP&M SETA mandate is to provide skills development, courses, lessons and services to the aforementioned sectors, as well as ensuring that people obtain the critical or scarce skills that are needed to build the capacity of the sector to become economically sustainable. FoodBev SETA
The Food & Beverages Manufacturing Sector Education and Training Authority’s (FoodBev SETA) promotes, facilitates and incentivises skills development in the Food and Beverage Manufacturing Sector. FoodBev SETA is one of 21 Sector Education and Training Authorities (SETAs) across the economy mandated to put the National Skills Development Strategy (NSDS) into practice.

HWSETA
The Health and Welfare Sector Education and Training Authority (HWSETA) endeavours to create an integrated approach to the development and provision of appropriately skilled health and social development workers, to render quality services comparable to world class standards. The HWSETA does not select, recruit or engage learners directly. This is done through employers. Employers of nurses are mainly hospitals both in the public and private sectors. In the public sector the learnerships are often co-ordinated through the Provincial Health Department. Pharmacies in public and private hospitals and retail pharmacies select and recruit learners directly. Many of the learnerships offered by the HWSETA take into consideration scarce skills within the health and social development sectors. The targets for placement of learners on learnerships as laid out in the National Skills Development Strategy are: 85% Black, 54% female, 4% persons with disabilities.

Insurance SETA
The purpose of the Insurance Sector Education and Training Authority (INSETA) is to grow the pool and quality of scarce and critical skills in the insurance sector, enhancing the sector and supporting the country’s transformation. INSETA provides learnerships, internships, bursaries, and skills programmes to a diverse range of employers within the rapidly growing and evolving sector it represents. The sector employs over 100,000 individuals, to whom INSETA provides the opportunity to improve their education and skills.
Through a fixed term contract between the learner, and employer and training provider, learners are able to gain hands-on, workplace experience and skills training within the industry. Learnerships may not result in permanent employment, but provides valuable experience to the learner. INSETA will support the development of scarce and critical skills through learnerships for unemployed youth with a view to:
- Addressing the scarce and critical skills as identified in the SSP
- Promoting the developmental and transformational imperatives of NSDS lll
- Increasing the professionalism of the sector

Local Government SETA
The role of the Local Government Sector Education and Training Authority (LGSETA) is to promote and coordinate skills development initiatives and strategic sectoral training interventions, to enhance efficiency and effectiveness of the local government sector through developing and implementing quality learning programmes and relevant occupational qualifications.
The LGSETA would like to take the opportunity to give students the chance to apply for their prestigious bursary opportunity. You can use this opportunity to apply and stand a chance of receiving this opportunity to further your studies. The LGSETA invites students who are interested in joining the local government sector to apply for their bursary opportunity. Bursaries are available to students who are registered with any of the Public Universities, Universities of Technology and TVET Colleges in South Africa. The bursary will cover the cost of registration, tuition, books and residence fees for up to the maximum amount of R50,000 per annum. MICT SETA
The Media, Information and Communication Technologies Sector Education and Training Authority (MICT SETA) intends to engage in learning programmes and quality assurance of education and training of implemented learning initiatives, which lead to employment and new venture creation, while at the same time engaging in programmes that assist in bridging the digital divide, especially in rural areas.
MICT SETA, in partnership with the South African Broadcasting Corporation (SABC), launched a Film and Television Learnership Programme. The programme is supported and boosted with a Skills Programme in New Venture Creation, with the aim to have learners register businesses after completion of the respective programmes. This is a critical training component, equipping and empowering learners with the skills to create job opportunities, not only for themselves but other aspiring youth and individuals.

merSETA
The Manufacturing, Engineering and Related Services Sector Education and Training Authority (merSETA) is one of 21 Sector Education and Training Authorities (SETAs) established to promote skills development in terms of the Skills Development Act of 1998 (as amended). The merSETA was set up initially to facilitate skills development, education, training and learnership in the following areas:
- Metal and Engineering
- Auto Manufacturing
- Motor Retail and Component Manufacturing
- Tyre Manufacturing
- The Plastics Industries
Learnerships are available for young people who are just leaving school, college or other training institutions after completing some formal education, and for people who have been unemployed for some time. People entering a learnership must be at least 16 years old and younger than 35 years. The Department of Labour has set the following targets for learners entering learnerships: 85% should be Black, 54% should be women and 4% should be people with disabilities.

MQA SETA
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) responsible for the administration of skills development programmes for the mining and minerals sector in South Africa.
The MQA will make available learnership grants for the implementation of learnerships that are in line with the Skills Development Act of 1998, that have the immediate relevance to the skills gap identified in the Sector Skills Plan objectives and meet set criteria for evaluating a learnership. The mission of the Public Service Sector Education and Training Authority (PSETA) is to lead the development of a skilled and competent workforce in the public service sector. To achieve this, PSETA embeds skills development within wider efforts to build the state capabilities required to deliver on the National Development Plan.
Employers wishing to register learners on a PSETA learnerships are required to submit an Intent to implement a learnership. Employers are also required to complete a workplace vetting form which aims to verify the ability of the workplace to host a specific learnership. The verification includes access to resources related to the learnership, the relevance of the work experience component to the qualification, and the structures in place to ensure successful implementation and completion of the learnership.

SASSETA
The Safety and Security Sector Education and Training Authority (SASSETA) serves the safety and security environment of South Africa with the facilitation of skills development and qualifications. It promotes a culture of ongoing learning, and creates opportunities for skills transfer for all South Africans seeking recognised industry qualifications.
SASSETA learnerships training is available in all provinces of South Africa. Applicants wishing to apply must do so in their province. Services SETA
The primary function of Services Sector Education and Training Authority (Services SETA) is to facilitate skills development by establishing learning programmes such as learnerships, skills programmes, internships and other strategic learning initiatives. The Services SETA bridges the gap between the formal education and training system and the workplace by facilitating and funding learning programmes that build skills-set required by industries (the world of work). To achieve this, the Services SETA works in partnership with public and private learning institutions accredited to deliver the training on its behalf.
Once enrolled in a learning programme as a leaner, you need to understand your responsibilities and duties. Learner agreements with employers are guided by the Skills Development Act, Basic Conditions of Services Act and Unemployment Insurance Act – these acts prescribe the responsibilities of leaners and employers engaged in a learning programme.
Any person – either employed or unemployed – can participate in a learning programme. If employed, you can register for a learnership through your company or within the sector that your company operates in. If you are unemployed, you may register for placement via the Services SETA learner portal at www.servicesseta.org.za or through Services SETA accredited provider in your area.
Transport SETA
The Transport SETA (TETA) seeks to increase access to occupationally directed programmes within the Transport Sector and 3stablish mechanisms for skills planning and research capacity. Their priorities centre around research, SMME support, green economy, artisan development, access to institutions of higher education, rural development, career guidance, leadership development and training.
As a part of its skills development initiatives, TETA awards bursaries annually for studies aligned to critical and scarce skills identified in the transport sector. Bursary awards are categorised according to sector requirements, with due consideration of the National Skills Development Strategy III, compiled by the Department of Higher Education and Training. W&R SETA
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) was established in 2000 in terms of the Skills Development Act (as amended). The public entity aims to facilitate the skills development needs of the Wholesale and Retail (W&R) sector through the implementation of learning programmes, disbursement of grants and monitoring of education and training as outlined in the National Skills Development Strategy (NSDS).
The W&RSETA offers education and training development opportunities to both employed and unemployed learners to improve their skills and increase opportunities of employment. The main programmes offered are Learning Programmes (Learnerships and Skills Programmes) are offered through the SETA’s registered companies.
Opportunities are available through learning programmes (Learnerships and Skills Programmes) from NQF level 1 (Adult Education and Training) up to management level (Retail Store Manager qualification, Retail Management Development Programme and the International Leadership Development Programme).

Accounting Learnership
Accounting is known as businesses language as it includes all financial aspects. It is the measurement and processing of a business’s financial information and has been around for centuries. The Fasset Certificate: Accounting Learnership introduces a technically high level of accounting tasks and includes the requirement to elect two out of four electives.
